Wyoming Window Tint Law 2026

This is a genuine substantive gap in the drafting rather than an unread one: (d) and (e) exhaustively cover the side wings, side windows and rearmost window, and neither reaches the windshield. The 70% figure in (m) is conditioned on a medical certificate and cannot be promoted to a general windshield rule.

Wyoming takes the MORE RESTRICTIVE of the two measures, exactly as Oklahoma does — the inch figure is not a fallback for a missing AS-1 marking but a competing ceiling. On a vehicle whose AS-1 line sits lower than five inches from the top, five inches governs.

The one qualification is (m): a vehicle operating under a medical certificate may be equipped "on its windshield and any or all of its windows" with film, subject to the 70% windshield floor and the 25% floor elsewhere.

The "Wyoming allows 13%" claim traces to this subsection and is now essentially historical — it reaches only film applied before 1 July 1996 and applies uniformly to the front side, back side and rearmost windows. (h) supplies the counterpart deadline for film that meets neither standard: "Except as provided in subsection (j) of this section, vehicle windows with a sunscreen device or tinting film applied prior to July 1, 1996 which do not meet the specifications established by this section shall be in violation after December 31, 1996."

Wyoming does not step down behind the driver — (e) restates the identical 28% that (d) sets for the front. The boundary drawn by (e) is the DRIVER, not the front seat. 20% is materially tighter than the 25-35% common elsewhere, and (f) applies it to ANY window — the windshield band included — rather than splitting front from rear. (a)(iii) defines "Luminous reflectance" as "the ratio of the amount of total light that is reflected outward by the product or material to the amount of the total light falling on the product or materials", so unlike the transmittance figure this one is measured on the film alone. (a)(v) defines "Nonreflective" as "a product or material designed to absorb light rather than to reflect it" — a design-intent test carried alongside, not instead of, the numeric ceiling in (f).

The single (f) ceiling covers the rear glass; Wyoming states no separate rear reflectance figure. The (j) grandfather does not relax it — (j) displaces only "the requirements of subsections (d) and (e)".

Three things here are counter-intuitive and worth stating plainly. First, the concession is small: 25% against a general standard of 28%. Second, the exemption TIGHTENS the windshield — "The sun shading or tinting film when applied to the windshield of a motor vehicle shall not cause the total light transmittance to be reduced to any level less than seventy percent (70%), except for the upper five (5) inches of the windshield or the AS-1 line, whichever is closer to the top of the windshield" — and this is the only windshield percentage anywhere in §31-5-962. Third, it is a possession-of-certificate regime: "Vehicles equipped with sun shading or tinting films as provided in this subsection shall not be operated on any highway unless the driver or an occupant of the vehicle has in his possession a certificate issued by the director authorizing such operation." The director issues it "only upon receipt of a signed statement from a licensed physician or licensed optometrist", and it "shall be valid so long as the condition requiring the use of sun shading or tinting films or applications persists or until the vehicle is sold, whichever first occurs."

The colour bar sits inside the windshield subsection and is scoped by its opening words, "when used in conjunction with the windshield". (d) and (e) impose the nonreflective duty on the side and rear glass but say nothing about colour, so on those windows the constraints are the 28% figure and the 20% reflectance ceiling alone.

Triggered by the PRESENCE of film behind the operator, not by how dark it is — a film that comfortably exceeds 28% still brings the dual-mirror duty. Unlike Oklahoma's D.10, Wyoming attaches no rearward-distance specification to the mirrors.
