The tie-breaker lives in the DEFINITIONS subsection, not the operative one — (1)(b) says only "AS-1 line". Nebraska therefore has the same restrictive two-measure rule as Ohio and West Virginia, reached by a different drafting route. The 5-inch fallback also means the rule still works on a windshield with no AS-1 marking. As in Montana, the AS-1 line bounds a CLARITY duty rather than the depth of a permitted tint band.
